Bhubaneswar: The Odisha Cabinet, chaired by Chief Minister Mohan Charan Majhi, has approved the outcome of the bidding process for the integrated development of the Mahanadi riverfront in Kataka, with an estimated investment of Rs 133.72 crore, excluding GST.

The project aims to transform the Mahanadi riverfront into a vibrant public space by developing recreational, cultural and tourism facilities while improving the riverfront environment. The selected agency will execute the project under an engineering, procurement and construction (EPC) contract, followed by five years of operation and maintenance.

According to the project details, construction work is expected to begin in November 2026 and be completed by November 2028.

The initiative is designed to improve the riverfront as an accessible and environmentally sustainable public space, strengthen Kataka's cultural identity and promote tourism.

Promenades, open-air theatre and cultural facilities planned

The major components of the project include the development of riverfront promenades, landscaped areas, environmental improvement works, Kataka Haat, an anchor pavilion and an open-air theatre.

The plan also includes the development and rejuvenation of waterbodies, construction of public amenities, pedestrian pathways, parking facilities and supporting utility infrastructure.

The project will incorporate pedestrian-friendly and non-motorised mobility networks, landscaped gardens, cultural and recreational spaces, lighting and surveillance systems.

Five-year maintenance period

The selected agency will be responsible for the comprehensive operation and maintenance of the developed riverfront for five years after the construction phase. The stipulated construction period is 24 months, followed by the five-year maintenance period, in accordance with the provisions of the request for proposal (RFP).

The project will prioritise environmental sensitivity, universal accessibility and public safety. The work must also comply with applicable statutory provisions, environmental requirements and directions issued by the National Green Tribunal.

Once completed, the integrated riverfront development is expected to provide residents and visitors with improved public spaces for recreation and cultural activities while enhancing Kataka's tourism potential.
