Bhubaneswar: The Bhubaneswar Development Authority (BDA) on Tuesday signed an agreement with Surbana Jurong to prepare a comprehensive master plan for the proposed Bhubaneswar New City, marking a significant step toward planned urban expansion.
800-acre New City planned across three mouzas
The project will cover nearly 800 acres across the mouzas of Gothapatna, Malipada, and Daspur, and is being conceptualised as a multi-economic growth zone aligned with Odisha’s long-term vision, “Vikshit Odisha 2036.”
The agreement was formalised by BDA Secretary Manas Ranjan Padhi and Surbana Jurong Deputy Director Manideep Dutta in the presence of senior officials, including Deputy Commissioner and Nodal Officer (New City) Bhabataran Sahu and other planning authorities.
Focus on affordable housing and inclusive growth
Planned as a transit-oriented development, the New City will prioritise efficient public transport, reduced commute times, and integrated mixed land use. A major focus area will be inclusive urbanisation under the “Housing for All” approach, offering diverse and affordable housing options for various income groups.
BDA Vice-Chairman Chanchal Rana said the city will feature advanced infrastructure, including MICE (Meetings, Incentives, Conferences and Exhibitions) facilities, plug-and-play innovation hubs, and modern data management centres. The plan also emphasises creative placemaking, with central forest parks, gateway plazas, and vibrant public spaces aimed at enhancing livability and community engagement.
Sustainability will be a core pillar, with the integration of smart and green infrastructure to strengthen climate resilience and environmental balance. The BDA has been designated as the nodal agency for implementation.
Once developed, the Bhubaneswar New City is expected to streamline urban growth, curb unplanned expansion, and significantly upgrade infrastructure. The project is also likely to generate employment, attract investment, and promote inclusive development by ensuring access to affordable housing and essential civic amenities.
