Bhubaneswar: The Odisha government has initiated a statewide drive to identify NGO-run special schools for children with disabilities that are operating without the permission or recognition of the Department of Social Security & Empowerment of Persons with Disabilities (SSEPD).

The SSEPD Department has directed all District Social Security Officers (DSSOs) to conduct a comprehensive survey within their respective jurisdictions to identify special schools functioning without the department's knowledge or approval.

In a letter issued by Bhaskar Raito, OAS, Additional Secretary to the Government, the department instructed officials to ensure that the managements of such schools immediately apply for permission and recognition from the SSEPD Department in accordance with the provisions of the Rights of Persons with Disabilities (RPwD) Act, 2016, and the prevailing government guidelines.

The department has made it clear that NGO-run special schools must obtain the required approval to continue their operations legally. Applications must be submitted along with all necessary supporting documents.

Following the survey, district officials have been asked to prepare a detailed report containing the name and address of each unrecognised special school, the name of the managing NGO, and the status of its application for recognition. The report will be submitted to the SSEPD Department for further action.

The move is aimed at bringing greater transparency, accountability, and regulatory oversight to special schools across the state while ensuring that children with disabilities receive quality education and rehabilitation services in institutions that comply with legal and administrative standards.

Officials said the exercise would help the government identify unauthorised institutions and facilitate their regularisation wherever eligible. Schools that fail to obtain the required permission or recognition may face action, including closure, in accordance with applicable rules.

The state government believes the initiative will strengthen the quality and credibility of special education services while safeguarding the rights and welfare of children with disabilities across Odisha.
