Bhubaneswar: The Odisha government's Panchayati Raj Department has directed all district collectors to ensure proper implementation of key decisions under the Amended BharatNet Programme, including providing space, round-the-clock access and security for BharatNet equipment at the Gram Panchayat level.

In a letter issued to the collectors, the department referred to its earlier communication dated May 30, 2026, which had instructed districts to identify suitable space in Gram Panchayat Bhawans or other government buildings for installation of BharatNet infrastructure. The latest communication follows decisions taken at a meeting chaired by the Additional Chief Secretary of the Electronics and Information Technology Department on May 25, 2026. 

As per the fresh instructions, if indoor installation of BharatNet equipment is not feasible, Gram Panchayats have been asked to provide suitable outdoor space within Panchayat premises or at a nearby government building free of cost.

The department has also directed that representatives of BSNL, the Project Monitoring Agency (PMA) and the Project Implementing Agency (PIA) should be given unhindered 24x7 access to BharatNet equipment whenever required for operation and maintenance activities.

To strengthen accountability, the government has designated the Gram Panchayat representative or the official in charge as the custodian of BharatNet equipment installed at the Panchayat office. The custodian will be responsible for maintaining asset records of all installed equipment.

The letter further places responsibility on Gram Panchayats to ensure proper care, protection and security of BharatNet infrastructure, including during emergencies and natural disasters.

Collectors have been asked to issue necessary instructions to all Panchayati Raj Institutions under their jurisdiction for strict compliance with these directions, in addition to the earlier guidelines on providing installation space.

The department has also instructed collectors to closely monitor compliance and submit an Action Taken Report at the earliest. The move is aimed at ensuring smooth implementation and long-term operation of the Amended BharatNet Programme, which seeks to expand and strengthen broadband connectivity in rural areas through Gram Panchayats.
