Bhubaneswar: A State-Level Project Monitoring Committee (SLPMC), chaired by Odisha Chief Secretary Anu Garg, on Monday reviewed the Project Proposal Report (PPR) for the Bhubaneswar-Cuttack-Puri-Paradeep Economic Region (BKPPER) development programme.

The panel held detailed discussions on advancing the project under the Externally Aided Projects (EAP) framework.
The BKPPER has been selected as one of four pilot economic regions under the first phase of the Centre’s City Economic Region (CER) scheme. The project has a proposed outlay of ₹5,000 crore, with 70 per cent (₹3,500 crore) to be financed through a loan from the Asian Development Bank (ADB) and the remaining 30 per cent (₹1,500 crore) to be supported under the central CER scheme.

Officials said the project aims to develop Bhubaneswar, Cuttack, Puri, and Paradeep as an integrated economic region to boost investment, industry, tourism, logistics, port-led development, the knowledge economy, and employment generation. The region will cover 19 urban local bodies (ULBs) across Khordha, Cuttack, Puri, and Jagatsinghpur districts.

Chief Secretary Garg said the initiative would play a key role in achieving the targets set under Odisha Vision 2036 and 2047.

Key components of the project include an integrated regional transport system, smart and climate-resilient urban infrastructure, expansion of public transport, development of multimodal hubs, housing for workers, a new city in Bhubaneswar, urban redevelopment, riverfront and waterbody development, port-based industries, and the creation of knowledge and healthcare hubs.

The meeting also discussed uploading the proposal to the Department of Economic Affairs (DEA) portal under the Ministry of Finance for further appraisal and approval.

Among those present were Development Commissioner and Additional Chief Secretary Deoranjan Kumar Singh, Housing and Urban Development Department Additional Chief Secretary Usha Padhee, Finance Department Principal Secretary Sanjeeb Kumar Mishra, Director of Municipal Administration Arindam Dakua, and other senior officials.
