Odisha: Civic authorities announce 4 new Town Planning schemes in Bhubaneswar; check details

Bhubaneswar: The Bhubaneswar Development Authority (BDA) will implement four new Town Planning (TP) schemes (TP No 42-45) in the Odisha capital here. 

The BDA will implement the TP schemes in the Bhubaneswar Development Plan Area (BDPA) as per Section 23(1) of the Odisha Development Authorities (ODA) Act, said the civic authorities on Wednesday.

The initiative marks another significant step towards planned urbanization and sustainable development of Bhubaneswar in line with the vision of the state government.

The ‘SAMRUDHA SAHAR’ scheme of the state government is a strategic initiative aimed at promoting planned urbanization and accelerating economic development across the state through comprehensive urban and regional planning. The scheme envisions transforming cities into dynamic growth centres by fostering sustainable and inclusive development. Its objective is to facilitate urban infrastructure development through the integrated provision of essential infrastructure, amenities and services, thereby ensuring comprehensive and sustainable urban growth, they said.

The 4 new TP schemes to cover around 968 acres of land

“Under this initiative, BDA has declared its intention to formulate Town Planning Scheme No. 42 covering part of Patrapada Mouza over an area of 330.07 acres, Town Planning Scheme No. 43 covering part of Bhagabanpur Mouza over an area of 264.33 acres Town Planning Scheme No. 44 covering parts of Bijipur, Bhagabanpur, Baliapada and Kasipur Mouzas over an area of 290.67 acres, and Town Planning Scheme No. 45 covering part of Bijipur Mouza over an area of 83.68 acres. Collectively, these four schemes cover an area of 968.75 acres,” said the civic authorities.

The declaration of intention under Section 23(1) of the ODA Act initiates the process for preparation of Town Planning schemes to ensure planned development of urban areas with adequate infrastructure and public amenities. The schemes aim to facilitate orderly urban growth through provision of roads, drainage, water supply, sewerage, electricity networks, public utilities, open spaces and social infrastructure while ensuring equitable distribution of development benefits among landowners through land reconstitution and allotment of Town Planning plots, added the civic authorities.

Under the Town Planning Scheme framework, landowners contribute up to 40 per cent of their land towards the creation of public infrastructure such as roads, drainage systems, water supply, sewerage and electricity networks, along with public amenities and open spaces etc. The remaining 60 per cent of the land is returned to them as developed and serviced plots. This innovative land pooling and reconstitution mechanism enables the creation of modern urban infrastructure while enhancing the value of the retained land and minimizing the need for direct land acquisition, thereby ensuring a participatory and equitable model of urban development.

Work in progress for another 16 TP schemes in the capital city

BDA has already made significant progress in implementation of Town Planning schemes in the city. Town Planning Scheme No. 1 covering Sahajpur, Naragoda, Sijiput and Paikarapur; Town Planning Scheme No. 2 covering Tamando and Bijipur; Town Planning Scheme No. 3 covering Paikarapur and Nugaon; and Town Planning Scheme No. 4 covering Shyamsundarpur together encompass an area of about 1,577 acres. The Preliminary schemes for these TP areas have been approved by the state government and delivery of possession to landowners is presently underway.

Simultaneously, infrastructure development works such as roads, drains and other public utilities are in progress in these schemes. Further, Town Planning Scheme No. 8 covering Andharua and Daspur Mouzas over an area of about 560 acres has received approval of the Draft Scheme from the Government. Infrastructure development works under the scheme are proposed to be taken up shortly.

In continuation of its vision for planned urban expansion under the SAMRUDHA SAHAR initiative, BDA is presently processing another 16 Town Planning schemes in the Bhubaneswar Development Plan Area, and declarations of intention under Section 23(1) of the ODA Act shall be issued in a phased manner.

The declaration of intention under Section 23(1) marks another milestone in BDA’s efforts towards creating a well-planned, sustainable and livable Bhubaneswar equipped with modern infrastructure and enhanced quality of life for its citizens.
