Odisha to launch ‘Auto Appeal’ system to ensure time-bound delivery of services

Bhubaneswar: The state government is set to implement the ‘Auto Appeal’ system under the Odisha Right to Public Services Act (ORTPSA) by May 2026 to ensure time-bound delivery of government services to the people.

 The announcement was made during a review meeting on April 29. The nodal officers for ORTPSA, representing 32 departments, were present at the meeting. General Administration & Public Grievance (GA & PG) Department Principal Secretary Suresh Kumar Vasisth presided over the review meeting, held at the Lokseva Bhawan in the capital city here.

Speaking on the occasion, Vasisth revealed that the State Cabinet has officially approved the provision of the Auto Appeal system. This mechanism is designed to eliminate delays in the grievance redressal process by automatically escalating service requests to the higher appellate authority if the designated officer fails to deliver the service within the stipulated timeframe.

"The implementation of Auto Appeal System marks a new era of accountability in Odisha’s administration. By May 2026, the system will ensure that no citizen is left waiting indefinitely for a service they are legally entitled to receive," stated Vasisth.

No need to visit government offices to avail services  

The meeting featured a comprehensive technical session made by Pinaki Mohanty, Project Coordinator, ORTPSA. Mohanty delivered a detailed presentation on the current status of ORTPSA implementation across various departments. He further elaborated on the architectural framework of the Auto Appeal system, highlighting how the digital integration will trigger Automatic Appeals eliminating the need for citizens to manually file an appeal if a deadline is missed.

The system will further enhance transparency by enabling real-time tracking of file movement across all 32 departments, thereby improving accountability and efficiency in administrative processes. The system will also significantly reduce physical footfall by minimizing the need for citizens to visit government offices for follow-ups. It will also ensure seamless service delivery by enabling efficient, transparent, and time-bound access to public services through robust digital integration.

Emphasizing the necessity of this transition, Debabrata Mallick, Additional Secretary of GA & PG Department, spoke on the critical need for Auto Appeal in the current governance landscape. He noted that while ORTPSA has already streamlined many services, the ‘Auto Appeal’ feature provides the final layer of protection for the citizen’s right to timely service. 

Mallick urged the nodal officers to ensure that their respective departmental databases are fully integrated with the central portal to meet the May 2026 deadline.
